Inside Washington: Enemies List

The Cold War is over, but American public officials still find no shortage of foreign powers to berate. Since 1993, lawmakers at the federal, state and local levels have proposed or enacted 185 unilateral econoic sanctions against 42 countries. The count, as of mid-July, comes from USA*ENGAGE, a coalition of 609 corporations, trade associations and farm organizations that seeks a cease-fire on the grounds that such actions are damaging to U.S. competitiveness and seldom achieve their intended purposes. The group is preparing legislation to require that possible negative consequences be considered before sanctions are imposed.
