As you may know, the proliferation of U.S. unilateral sanctions is a major concern of American business and agriculture. Even though unilateral sanctions rarely work, are often counterproductive and are almost always costly to other U.S. objectives, the U.S. government is increasingly relying on unilateral sanctions as its foreign policy weapon of choice.

On July 15, the Senate tabled (53-46) the Lugar Sanctions Reform Act (S. 1413) -- a bill which provides a more disciplined, common sense approach when considering future unilateral sanctions. We were encouraged that during the Senate debate many Members recognized the need for this legislation, while only a few voiced opposition. Since the vote, we have noticed that the Lugar bill continues to receive strong and growing bipartisan support.

While we are disappointed that final consideration of the Lugar bill was delayed, we certainly understand why some Members wanted to wait until the recommendations of your Senate Task Force on Economic Sanctions are made public on September 1 before they vote on such landmark legislation.

We ask that you, as Chairmen of the 18-member Task Force on Economic Sanctions, give this effort your highest priority during the next six weeks. To be consistent, we also ask that a hold be put on all sanctions proposals until the Task Force writes its report.
