ORDER and FINAL JUDGEMENT

Pursuant to a memorandum decision and order of November 4, 1998, issued by the court, it is hereby ordered that:
(1) the Act of June 25th, 1996, Chapter 130, 1, 1996, Mass. Acts. 210, codified at Mass. Gen. L. ch. 7. 22G-22M is hereby declared unconstitutional and unenforceable; and
(2) the defendants, their officers, agents, employees, and attorneys, and state agencies under their authority or supervision are hereby enjoined from the enforcementof the Act of June 25, 1996, chapter 30, 1, 1996, Mass. Acts 210 codified at Mass. Gen. I. ch. 7, 22G-22M.
