ORDER
Pursuant to Rule 65, plaintiff's Motion for a Preliminary Injunction shall be consolidated with the trial on the merits of plaintiff's claims and the trial will be expedited. The following schedule will be followed for the trial on the merits:
Plaintiff's Memorandum of Points and Authorities is accepted as its opening brief on the merits.
