Pursuant to Rule 65, plaintiff's Motion for a Preliminary Injunction shall be consolidated with the trial on the merits of plaintiff's claims and the trial will be expedited. The following schedule will be followed for the trial on the merits:

Defendant shall have 30 days from the days of this order to file its brief in response.
